STRUCTURING TERRITORIAL PLANS FOR RISK MANAGEMENT WITH A GOVERNANCE AND CLIMATE CHANGE APPROACH

Abstract

Guidelines are proposed for the structuring of territorial plans for disaster risk management with a focus on governance,
climate change and early warnings. The main objective was to strengthen competencies in territorial disaster risk
management councils - CTGRD, for the preparation of territorial (departmental, municipal) plans for disaster risk
management - PTGRD with a focus on governance, climate change, planning territory and early warnings, through the
completion of a diploma course aimed at territorial entities and key actors The diploma course is proposed in order to
guide the harmonization of national regulations and planning instruments focused on disaster risk management, climate
change management and early weather warnings in Colombia, through which basic guidelines have been obtained. to
update and adjust the PTGRD from these approaches, which focus the reflection on the generation of synergies for
