Abstract

The urban land in the municipality of Gramalote, Norte de Santander department, was almost entirely affected by a
complex rotational mass movement phenomenon that began on December 17, 2010. The urban land was destroyed and
part of the rural municipal land was also affected. The disaster is the starting point, part of the history, for initiating a
process of territorial planning within the framework of disaster risk management. The disaster itself must become an opportunity to redefine the territory based on the rescue and valuation of its tangible and intangible components and elements,
where the social aspect is relevant. The planning exercise undertaken should allow for the construction of a safe and sustainable territory.
